Jack reaches the City and is met by the Soldier with the Green Whiskers (no credit given), who admits this strange man who only knows he must see the Scarecrow, but not why. Jack soon meets the straw-filled ruler (Mike Thomas), and the usual confusion over language ensues, at first escalated and then defused by the mischievous Jellia Jamb (also not credited).
Meanwhile, Tip and Jinjur arrive where the General leads her troops in “On This Great Takeover Day.” They march to the City, where the Soldier surrenders to their knitting needles as Tip runs to the palace and tells the Scarecrow what is happening. The Scarecrow departs quickly with Tip and Jack for the Land of the Winkies as the Army of Revolt collect gems for themselves.
In the castle of the newly-hyphenated Tin-Woodman (Al Joseph), that ruler agrees to help his old friend win back his throne, and the party sets off again. Back in the Emerald City, there is disension in the ranks as the girls who follow Jinjur realize that they really weren’t prepared to run a city.
On the way to the confrontation, Tip discovers a mouse out on its own and puts the little mammal in his pocket just as a big insect approaches. It is of course Mr. H.M. Wogglebug, T.E. (Gil Fields), who joins the merry band.
Soon they reach the Palace and demand that Jinjur depart. When she refuses, and indeed sets her soldiers on them, Tip lets the field mouse out. Jinjur and her army run for it, but then surround the Palace. Tip remembers the Powder of Life, and, as in the book, they build the Gump (voice of Ray Menard) and fly to the Quadling Country to seek help from Glinda.
The good fairy (as she is here) welcomes them with a song, “I’ve Watched Over You,” and explains about the Wizard usurping the throne of Oz from the late Pastoria, whose daughter Ozma is the true heir to the throne, but was hidden by Mombi.
Glinda transports the group to Mombi’s hovel, where the old witch, outmatched by Glinda, admits that she turned Ozma into the boy Tip, and is obliged by the ruler of the Quadlings to change him back into a her.
Later, at the Emerald City, Jinjur bemoans the desertion of many of her soldiers when on the throne materializes a little girl in a gold crown and green silk gown– Princess Ozma (Joy Webb)! Glinda appears with the others and orders Jinjur to leave the Emerald City. Further, she appoints the Wogglebug Ozma’s Royal Teacher as Jack announces that he and the Scarecrow will travel throughout Oz as Ozma’s Emissaries of Goodwill.
As a dejected Jinjur and her remaining girls file out of the Gate of the Emerald City, Ozma and the Wogglebug wave goodbye to the Scarecrow and Jack as they accompany the Tin-Woodman towards the Winkie Country, the first stop on their journey throughout the wonderful “Land of Oz.”
