Ricardo Javid Lugo is not a 12-year-old sixth grader at a Texas elementary school. In fact, Lugo is nearly an adult – a 17-year-old disturbed teen, who along with a man pretending to be his father concocted one of the vilest schemes to gain access to children. Before the ruse was up, Lugo’s accomplice was accused of molesting over 100 children, and police found over 40,000 images of child pornography on electronic devices belonging to the two sexual deviants.
Writes Scallywag&Vagabond.com on Nov. 21: “Ricardo Javid Lugo, a 17-year-old Hurst, Texas man has been arrested after enrolling and posing as a 12-year-old at Hurst Hills Elementary School. Also arrested was Lugo’s accomplice, Randy Ray Wesson, 28 who posed as Lugo’s father. The sexual predators both planned to recruit potential victims from the school for both of them.”
Wesson presented the necessary documents to enroll his “son,” who did indeed look like a boy much younger than his age. The pedophile “father” had forged documents – birth certificate, immunization records, etc. – and was allowed to enroll Lugo into the sixth grade. In actuality, the pair met via Instagram and Wesson drove to Mexico to pick up Lugo, who ran away from his home in Juarez. Since August, Lugo has been attending the elementary school, instead of being in high school where he belongs.
It’s unclear at this point how many children were photographed or abused at the school; Lugo confessed to the plan – “recruit” kids that would be interested in having sex with him and Wesson. At least one video recovered from Lugo’s phone shows him spanking a child at the Hurst school in a sexual way. A text message to Wesson also speaks of Lugo seeing a boy’s genitals and “talks about telling other kids not to tell, and having to follow them home to see where they live,” the arrest affidavit stated.
According to the affidavit, Wesson “confessed that police would find approximately 42,000 child pornography images on his computer, thumb drive, phone and SD cards.” He was arrested on charges of possession with intent to promote child pornography and tampering with government records. The 28-year-old further admitted to abusing countless children over his lifetime, specifically naming 12 victims.
Adds the Daily Mail: “The investigation started when an online tip was sent to the National Center for Missing and Exploited Children on June 8 that associated an Instagram account with an email address connected with Wesson, according to the arrest affidavit. The center’s staff searched websites for Wesson’s email address and found statements like ‘I want to be your daddy, I want to change your diaper,’ according to the arrest affidavit. Acting on the tip, police searched Wesson’s Fort Worth home and found child porn images.”
A statement from the Hurst-Euless-Bedford Independent School District confirmed how thoroughly the staff was duped: “Hurst Hills staff followed all procedures regarding enrollment when the student was enrolled in August. There was no indication that the student’s records were forged or that the student was too old to attend elementary school. The student’s behavior at school also did not raise any concerns.”
The district has since sent a letter home to all parents, advising them that a 17-year-old has been with their young children for over four months, and to question their children as to whether they have been victimized by this boy.
